“I truly appreciate the hard work of the Force family and the many friends of Taylor Force who made it clear to Congress the practice of #PaytoSlay must be stopped,” Sen. Lindsey Graham, who introduced the bill in 2016, tweeted.

The Taylor Force Act, legislation that seeks to cut financial aid to the Palestinian Authority unless it ends its payments to terrorists and their families, has been passed by Congress as part of a massive $1.3 trillion spending bill.

“I truly appreciate the hard work of the Force family and the many friends of Taylor Force who made it clear to Congress the practice of #PaytoSlay must be stopped,” Sen. Lindsey Graham (R-S.C.), who introduced the bill in 2016, tweeted on Friday.

The legislation is named for a 28-year-old former U.S. serviceman who was stabbed and killed in March 2016 while visiting Israel.

It was approved by the House of Representatives in December. Despite strong bipartisan support, it hit a snag in the Senate over concerns that slashing funding to the P.A. could lead to instability in the region. However, as part of the larger spending bill that would keep the government funded till the end of September, the legislation easily passed both houses of Congress with strong bipartisan support, 256-167 in the House, and 65-32 in the Senate.

The Taylor Force Act, which will end U.S. funding to the Palestinian Authority until it ends support for terrorists and their families, does allow for three humanitarian exceptions, including funding for Palestinian water and childhood vaccination programs as well as eastern Jerusalem hospitals. The legislation also does not cut off U.S. assistance to Palestinian Authority security forces.

“Passage of the Taylor Force Act will serve as a shot across the bow to President Abbas, as he must be held accountable for the Palestinian Authority’s record of incitement and subsidizing of terror. It is my hope that by enacting this bill, we can put an end to the Palestinian Authority’s disturbing practice all while honoring the memory and sacrifice of Taylor Force,” Senate Minority Leader Chuck Schumer (D-N.Y.) said in a statement.

Israeli Ambassador to the U.N. Danny Danon welcomed the passage of the legislation.

“The passage of the Taylor Force Act is an important step towards finally ending the despicable practice of pay to slay & ensuring accountability in the Palestinian Authority,” Danon tweeted.

The Israeli-American Coalition for Action, which worked closely with lawmakers to ensure bipartisan support, also applauded the passage of the Taylor Force Act, saying that this is a “vital piece of legislation advances the prospects for peace and fights terror by conditioning continued U.S. aid to the Palestinian Authority (PA) on the PA ending its repugnant policy of financially rewarding terrorists and their families.”

I agree completely. There should be no exceptions. Money given for any purpose will not be used for its intent, but will go to everything it's not supposed to go to.

Dajjal is right. For 8 full years under Obama, our country was being gutted at every possible angle, and it was the Dems who put about 2,000 pages of pork in this one, i.e. Planned Parenthood, keeping Obamacare alive, bailing out the insurance companies who should be going out of business, etc. We have a pattern of leadership to fall back on out of this bill. Maybe I don't even want to know. It will make me too angry, and these days, I'm all in for small victories. Quality over quantity.

This Google search: "Taylor Force Act text" will turn up links to the text of the house and senate bills. I am not sure which, if any, represents the final version, it should be the house version.

In principle I agree - God bless the USA for this attempt at more moral legistlation. The Devil is indeed in the detail though ( as stated by Dajjal below ), and "the detail" appears to be a fudge ! In honesty I have not seen the full text of the finalised version, and its existence appears hidden under a smoke-screen. We ALL need to remain alert on this one. If something looks fishy, smells fishy and attracts flies - then in all probability its a dead fish. Let's be sure we are not being sold up the fishy river.

Liberals and their media outlets like the Washington Post , NY and LA Times would have us believe Palestinian terrorists are Revolutionary/ Freedom Fighters".

I can not remember the name of the book now although I'm sure I have it in my footnotes somewhere, a book written some time ago that argued Jewish terrorists were "freedom fighters".

The defense the Irgun and Stern Gang were Freedom Fighters has been copied by Palestinian "Revolutionaries".

However, the Jewish Freedom Fighters never claimed to be revolutionaries. If you open your mind to why "revolutionary" is proffered by the LA Times article, among other left leaning publications, it should cue you that the Palestinians who impose religious ideological principles are no revolutionaries. I do not know that I could win an argument between who is a terrorist and freedom fighter if I am left only with contrasting the Irgun and Stern Gangs with Fatah, Hamas, the PA, Palestinian Islamic Jihad etc.

One could write a list of the objective goals to throw off British influence seize power and control of the region and impose its rule of law. However, that is compromised by assumptions that are false. One further condition is understated in the Palestinian paradigm for terrorism, the Jews had faced total extermination, pogroms, and were never completely emancipated in Europe or the Middle East under sharia law which imposes taxes and other disadvantages on non-Muslim minorities.

The principle reason Jews are singled out as "settlers" is because they are non-Muslims. False assumptions include the notion the "Palestinians" in all their fractured parts are "Revolutionaries" reclaiming their land somehow making them more secular and inclusive which is a total falsehood. Hamas, and other groups like Palestinian Islamic jihad, put true perspective on the PAs intransigence to abandon terrorism and accept a two state solution. The Palestinians could begin building their nation today. Their goal is not emancipation.

The two state solution Israelis accepted because it guaranteed them emancipation. Afterward, fighting a series of wars and waves of heightened terrorist acts to annihilate the state of Israel and the Jews, the Palestinians have not developed any nation building qualifications they are still obsessively struggling with the fact a non-Muslim entity is emancipated and exists without the imposition of sharia law. The priority to eradicate a Jewish Homeland on the part of the Palestinians based on religious chauvinism has never been fairly discussed in any venue that would advance a peace process.

Guaranteeing Holy places is not sufficient and it doesn't work, a hard line on 1967 boundaries would only deny Jews access to the Kotel. One settlement the Palestinians began building (It is assumed because they are Palestinians they aren't settlers? I don't understand that perspective, Gaza is practically one big settlement.) in Area C where Israel controls 6% of the area commonly referenced as the West Bank a Palestinian settlement is being built on Ancient Jewish Temple ruins, intentionally as an insult to Judaism and history.

Religious chauvinist ideology helps explain why attempts to secularize some of the base hatreds and explanations for Palestinian contempt of the peace process, two state solution, status of Jerusalem whose population is 2/3rds Jewish and they could still negotiate for a capital in their area of Jerusalem, have failed. The Palestinian terrorists are not Revolutionaries or "freedom fighters", in fact Palestinian terrorists are religious crusaders attempting to impose religious laws in preference to civil law.

For more than 70 years it was hoped that Islamic radical's religious zealotry if ignored might go away or could be made to assume the identity of a Marxist revolution . President Obama and his administration made the same mistake with The Iranian Revolution, Libyan "freedom Fighters" and the list goes on and on.

Hard core socialists like Bernie Sander's, among others, concept of "progress" is significantly limited by their notions of revolution, a false narrative the left was corrupted by opposition to the Vietnam War and is manifest in the DNC party exemplified by President Obama's epic failures in the 8 years of his foreign policy.

I won't argue the Stern Gang and Irgun were not terrorists. But Israel was not founded on their principles the Palestinians can not claim the same and are not progressive revolutionaries or freedom fighters that is a constipated myth, a narrative constructed to content feeble minded liberals.

Nice try but no cigar :( The Taylor Force Act is as valid as a for sale sign advertising ocean front property in Las Vegas Nevada. Here is my comment from Bare Naked Islam:

The USA is still sending millions of $ to Falestinians to support terrorism.

The Taylor Force Act contains exemptions for several large programs.
But $ is fungible. One # can buy a coke or a bullet. It does not
discriminate. Every foreign dollar spent on medical care or education
relieves a local dollar for Jihad.

Abbas need only say he is cutting off the pensions and awards, then
shift accounts. Then Pompeo will be able to certify compliance and the $
spigot will return to the full open position. Problem solved.

The Congress and Deep State do not want to offend Muslims, on the
theory that it will upset ‘alliances’ and derail the ‘peace process’.
They want us to believe they are doing what is right while they really
ain’t. Optics: smoke & mirrors.

Humanitarian aid is the ‘right thing to do’, doncha know? Keep the
enemy fat, healthy & happy so they can wage Jihad. In war you starve
the enemy with embargoes to weaken them. Officialdom does not recognize
the state of war.

I'm delighted this passed, and the $$ for our military, but the rest of it is an incredible amount of crap the Dems wanted. I hope President Trump's legal council read all 22 hundred pages to make sure the aforementioned bills weren't being undone at the same time. Ryan and McConnell have to go!
