The Genocidal Quest for ‘Palestine’
What really lies behind support for the Palestinians in the Muslim world

Ismail Haniyeh, the putative prime minister of Hamas, headquartered in Gaza, has just visited Iran. That visit highlighted a growing division within Hamas between Haniyeh and Khaled Mashaal, head of the Hamas politburo. Until very recently headquartered in Damascus, Mashaal has broken with Iran and relocated to the Gulf State of Qatar.

On February 12, the Supreme Leader of Iran, the Ayatollah Ali Khameini, expressing support for his guest, publicly declared that the Palestinian issue was an “Islamic cause.”

The “Palestinian issue”? This sounds rather as if Iran were promoting a Palestinian state. (This surface impression would coincide with the notion that the Arab/Islamic world would be less bellicose if only Israel would agree to a “two state solution.”) But it is far from the reality, and the Ayatollah’s words provide an excellent opportunity for setting the record straight.

Just as the Ayatollah is Islamist (perhaps heading the Islamist state “par excellence,” as it were), so is Hamas Islamist—a direct offshoot of the Muslim Brotherhood.

Islamist ideology is not nationalist, but, rather, is dedicated to the concept of the ummah —the entire Muslim world seen as a unity. As Ayatollah Ruhollah Khomein said, shortly after the overthrow of the Shah and his return to Iran from exile, “I say let this land burn. I say let this land go up in smoke. We do not worship Iran, we worship Allah.”

According to this view, any country, as a sovereign national entity, can legitimately be sacrificed in service to the larger goal of ensuring that “Islam emerges triumphant…” That triumphalism alludes to rule of shari’a (Islamic law). The ultimate to be aspired to in this regard is the caliphate, an institution of imperial Islamic rule that strives for global hegemony.

And what of the “Palestinian issue”? It’s all about the destruction of Israel and the banishment of Jews from the land.

This approach was very explicitly outlined by the Muslim Brotherhood in The Project, part of its charter adopted in 1982 (and described in detail on May 11, 2006 in Front Page Magazine).Among the techniques it recommended was this:

• Adopting the total liberation of Palestine from Israel and the creation of an Islamic state as a keystone in the plan for global Islamic domination…
A similar approach is reflected in the 1988 covenant of Hamas, the “Islamic Resistance Movement,” which states:
• The Movement’s program is Islam…
• The Islamic Resistance Movement is one of the wings of Moslem Brotherhood in Palestine…
• The Islamic Resistance Movement is one of the links in the chain of the struggle against the Zionist invaders…
• The Islamic Resistance Movement believes that the land of Palestine is an Islamic Waqf [sacred trust] consecrated for future Moslem generations until Judgment Day.
• Nationalism, from the point of view of the Islamic Resistance Movement, is part of the religious creed. Nothing in nationalism is more significant or deeper than in the case when an enemy should tread Moslem land. Resisting and quelling the enemy become the individual duty of every Moslem…

No mention of a Palestinian state here and no emphasis on a distinct “Palestinian Arab people.” No commitment to Palestinian national sovereignty as a value unto itself. When leaders of Hamas speak of “resistance,” they intend only to banish Jews from a part of the land that ultimately belongs to the ummah.

The Palestinian National Charter, adopted by the Palestinian National Council (the legislative body of the PLO) in 1968, however, reflects a perspective that is decidedly more nationalistic than anything in the Hamas charter:

• Palestine is the homeland of the Arab Palestinian people…
• Palestine, with the boundaries it had during the British Mandate is an indivisible territorial unit…
• The Palestinian Arab people possess the legal right to their homeland…
• The Palestinian people possess the fundamental and genuine legal right to liberate and retrieve their homeland…

There is not a single reference to Islam or Islamic in this charter, which has not been amended since 1968. And while there is a nod to Palestine as “an indivisible part of the Arab homeland,” there is clearly a readiness to demarcate a “Palestinian homeland” as separate.

The PLO is officially the body that negotiates with Israel; it (or more accurately, its head, Yasser Arafat), signed off on the Oslo Accords that created the Palestinian Authority.Can we assume then, that the PLO, or the PA, aspiring to a Palestinian state, may ultimately wish to sign off on that “two state solution”?

Clearly not. For its charter defines the future Palestinian homeland as “Palestine within the boundaries of the British Mandate.”

For all their ideological difference, this is where PLO goals and Hamas goals dovetail:

When PA president Mahmoud Abbas and cohorts speak of “resistance,” they are also speaking of driving Jews from all of Palestine, no matter what pretense is advanced for Western ears.

In the end, it matters to Israeli survival not a whit whether the goal is a Palestinian national homeland or a caliphate based on Islamic law: the mutual intent of Hamas and the PLO is the destruction of Israel.

This shared objective is the underpinning of that recent PA-Hamas “unity accord”—the Doha Declaration—no matter what other practical considerations have also come into play or what dissension may ultimately render it not viable.

Abbas was willing to sign with Hamas. This should not be forgotten.

Palestinian Authority terrorists fired a barrage of rocket attacks at southern Israel on the Sabbath, shattering the calm of a quiet Saturday afternoon.

A Grad Katyusha rocket exploded outside the city of Be'er Sheva shortly after the noon hour. The missile, fired by terrorists in northern Gaza, landed in an open area. No property damage was reported, and no one was physically injured, although a number of residents suffered anxiety and post-traumatic stress (PTSD) attacks.

Two short-range Qassam rockets were also fired in a separate attack on the western Negev, slamming into the Eshkol Regional Council district. Both landed in open areas. No property damage was reported, and no one was physically injured.

On Friday there were several attacks on southern Israel by Gaza terrorists that prompted the IDF to move to high alert. One rocket reached the Ashkelon Coast Regional Council district. The other exploded in the Eshkol Regional Council district.

Gaza terrorists also fired an RPG (rocket-propelled grenade) anti-tank missile at IDF soldiers patrolling near the southern border. None of the Israeli soldiers were wounded in the attack, and IDF forces responded with tank fire.

A senior Hamas official claimed on Tuesday the terror group will not do Iran's bidding in any war with Israel.

In an interview with the British Guardian, Salah Bardawil, a member of Hamas’ political bureau, said, “If there is a war between two powers, Hamas will not be part of such a war.”

Bardawil denied the group would launch rockets into Israel at Tehran's request, in response to a strike on its nuclear sites and said, “Hamas is not part of military alliances in the region. Our strategy is to defend our rights.”
His words were echoed by a second senior Hamas figure, who declined to be named, but told the Guardian Hamas “would not get involved” in any war between Iran and Israel.

Bardawil added that Hamas has never given “complete loyalty.” He also pointed out out that Iran's population is overwhelmingly Shia, whereas Gaza is Sunni.

“The relationship was based on common interests,” said Bardawil.

The Guardian noted that Tehran has withdrawn its patronage of Hamas over it refusal to support Syrian President Bashar Assad during the uprising against him. Hamas recently confirmed its leadership has left its longtime base in Syria because of the crackdown on protests there.

Arab media reported last month that Hamas’ politburo chief Khaled Mashaal, fearing to return to Syria, set up shop in Qatar.

Adnan Abu Amer, a Gazan academic who specializes in Islamic movements, told the Guardian Iran has terminated its financial support worth $23 million a month to Hamas.

“Iran is very unhappy about Hamas and Syria, so it is punishing Hamas,” he said. “They have stopped funding. Hamas has other sources – the Gulf states, Islamic movements, charities – but all of these together are not comparable to $23m a month.”

Bardawil denied this sum, however, telling the Guardian “the money that comes from Iran is very limited. In the early days of the [Israeli] blockade [of Gaza], the money was very good, but it was reduced two years ago.” He added that the cut in funding “is not because of the Syrian revolution.”

Abu Amer said that in addition to voices within Hamas calling to condemn Assad for the crackdown on protests, the Muslim Brotherhood in the region was openly critical of the Syrian regime and urged Hamas to break with Assad.

Bardawil confirmed the dilemma for the exiled Hamas leadership and admitted the Muslim Brotherhood exerted an influence.

“Hamas has been part of the Muslim Brotherhood from the beginning,” he said. “The leadership has a very tight relationship with the Brotherhood leadership.”

Last week, official Palestinian Authority TV repeatedly broadcast video tributes to terrorists from the Democratic Front for the Liberation of Palestine (DFLP). The tributes included glorification of the terrorist "Martyrs," as well as their many terror attacks, in which dozens of Israeli civilians were murdered. Palestinian Media Watch reported last year that PA TV ran similar videos honoring DFLP terrorists.

PA TV glorified the Ma'alot massacre in which school children were taken hostage. 22 of them were murdered along with four adults. A poster honoring the three DFLP terrorists was shown during the video tributes (see right), in addition to posters glorifying dozens of other terrorists and their murders of civilians.

The PA TV tributes were in honor of the anniversary of the founding of the DFLP and were broadcast more than 10 times last week.

A collage labeled "Heroes of the special operations in northern Palestine" showed 16 photographs of DFLP terrorists posing with weapons and some dressed in military uniforms. The term "operations in northern Palestine" is a euphemism for 'terror attacks in northern Israel,' which originated in Lebanon.

The terror attacks DFLP carried out in northern Israel include:

-The 1970 attack on a school bus near the town of Avivim in which 9 children and 3 adults were killed;

-The 1974 attack in the town of Ma'alot in which 22 children and 4 adults were killed, when terrorists took them hostage in a school.

-A 1974 attack in the city of Beit Shean in which 4 civilians were killed.

-A 1979 bomb attack in the city of Tiberias in which 2 civilians were killed.

PA TV song accuses Israel
of fighting Palestinians in God's name

One principle of Palestinian Authority religious belief is that the Palestinians' fight against Israel is for Allah and for Islam. Accordingly, the PA presents the conflict with Israel as a fight on behalf of all Muslims to liberate what they claim is Islamic holy land. See examples below.

Now PA TV has broadcast a song accusing Israel of being the one fighting a religious war "in your name, oh God." The song demonizes Israel as an oppressor that "tortured" Palestinians and "usurped" Palestinian land, all in the name of religion.


"My country - they [Israel] usurped, divided and stole...
Our fields - they burned and seeded with our corpses
Our villages - they uprooted and replaced with their houses
In your name, oh God, they tortured me
In your name, oh God, they expelled me"

PA religious belief and teaching
While Israel does not portray the conflict as a religious war, the PA emphatically defines it as such. In January, Palestinian Media Watch exposed a speech by the PA Mufti in which he presented the killing of Jews by Muslims as a religious Islamic destiny.

PA Chairman Mahmoud Abbas has said that taking Jerusalem away from Israel on behalf of Islam is a fard ayn, a personal religious obligation on every Muslim.


"I say to the leaders of our Arab nation and to its peoples: Jerusalem and its environs are a trust that Allah entrusted to us. Saving it [Jerusalem] from the settlement monster and the danger of Judaization and [land-] confiscation, is a personal [Islamic] commandment [Arabic: fard ayn] incumbent on all of us. Therefore, I call all of you to serious and urgent action to save [Jerusalem] and to make available all possibilities in order to strengthen our resolve and to maintain its historical, cultural and religious character."

The Palestinian Authority Minister of Religion Al-Habbash has stated many times that the conflict with Israel is a Ribat, a religious conflict or war to defend or liberate land said to be Islamic. He claims that this religious war has been going on since the Balfour Declaration and that it is even written in the Quran.


"Since that date [1917, Balfour Declaration], resolute people, fighters and Ribat (religious war) fighters have not ceased upon our blessed land... This conflict is explicit in the Quran and our obligation with regard to it is clarified by the Quran... We do not oppose peace. On the contrary, we aspire to peace, but not at the expense of our rights; not at the expense of our cause, and not at the expense of our religion."

12th grade Palestinian children are taught in an official PA schoolbook that they are in an eternal religious war with Israel - "until Resurrection Day": "The Ribat for Allah is one of the actions related to Jihad... Palestine's people on their land... is one of the greatest of the Ribat, and they are worthy of a great reward from Allah... The reason for this preference is that the momentous battles in Islamic history took place on its land [Al-Shaam - today Israel and Syria] therefore, its residents are in a constant fight with their enemies, and they are in Ribat until Resurrection Day."

The Middle East Media Research Institute (MEMRI) exposed another disconcerting video of ‘Palestinian’ incitement against the Jewish people. The video relays a Hamas preacher from Khan Yunis, Gaza, which aired on Al Aqsa TV on February 24, declaring that the Al Aqsa mosque cannot remain under the control of “apes and pigs.”

“We say load and clear: The struggle for Palestine is not a political struggle. It is a purely ideological struggle. It is a clear religious struggle between Islam and Zionism. It is a struggle between Truth and Falsehood, between Islam and heresy, between light and darkness, between good and evil,” the preacher stated.

“We cannot possible accept (Al Aqsa) remaining under the control of those whom Allah described as a bunch of apes and pigs, the scholars of whom Allah described as asses carrying books, or as a dog that pants when you beat it and pants when you don’t.”

“After all these description of the base position that befits them -- these contemptible people cannot lord over the great people, these slaves cannot lord over the masters. The masters today are all the Muslims,” he continued.

Senior Hamas leader Mahmoud Zahar on Thursday said Fatah's cooperation with Israel was stalling national reconciliation.

Hamas does not recognize Israel while Fatah, which leads the Palestinian Authority in Judea and Samaria, coordinates with Israel under agreements signed in the 1990's.

PA officials have increasingly threatened to cancel cooperation agreements with Israel as they pursue reconciliation with Hamas and its terror confederates.

Those agreements govern Israeli-PA cooperation on banking, electricity, economics, security, telecommunications, water, and more.

A decision by Israel's government to suspend tax revenue transfers to the PA - amounting to some USD 100 million per month - for five weeks brought Ramallah to the brink of fiscal ruin.

The Israeli move was an expression of displeasure with the PA's decision to pursue a unilateral track at the United Nations in violation of the Oslo Accords, and to seek reconciliation with Hamas.

Zahar, speaking in Gaza City, said Fatah's security coordination with Israel had delayed the implementation of an agreement signed by the rival factions last May.

Israel's security forces have mounted a full-court press on terror groups in Judea and Samaria following the discovery of a network of Hamas terror cells in the region late last year.

Hamas has accused officials in Ramallah in cooperating with Israel's crackdown as a means of cementing their control over PA enclaves in Judea and Samaria.

Hamas chief Khaled Mashaal and Fatah leader and PA chairman Mahmoud Abbas agreed in Doha in February to form a unity government headed by Abbas.

But the new government has yet to be formed as a rift between Hamas leaders in Gaza and its politburo abroad continues to widen.

Mashaal has tentatively accepted the notion of a state on the 1967 borders, and offered Abbas a one-year mandate for negotiations with Israel – though Zahar maintains any agreement with Israel will only serve as a “prelude to war.”

However, Hamas’ Gaza chief Ismail Haniyeh maintains all talks with Israel are “futile” and believes the tide of the Arab Spring will lead to victory in the movement’s armed quest to destroy the Jewish state.

A raft of new demands from Haniyeh's faction that would leave Gaza in Hamas' grip, while also giving the terror group influence in Judea and Samaria, is almost certain to be rejected by Abbas.

A senior PLO official has also mounted a legal challenge to Abbas serving as both President and Prime Minister of the PA.

Meanwhile, Zahhar said revolutions across the Arab world would benefit the "Palestinian cause" and that "Israel will fight the Arab Spring and its goals because Tel Aviv seeks to dominate the region."

Israeli leaders – who have skeptically welcomed the Arab Spring – say a unity government between Fatah and Hamas will be a death knell for the already moribund peace process.

A recent round to talks between Israeli and PA negotiators in Jordan yielded no results, and reaffirmed the PA remain uninterested in a mutually agreed upon solution to the Israeli-Arab conflict.

In December 2011, PLO officials adopted "a strategy based on continuous efforts along with the international community to secure full recognition and full United Nations membership, pursuing internal reconciliation, and keeping up the popular resistance."

Three reporters were attacked by Hamas security forces while covering a mass wedding in Gaza City on Thursday.

Reports identified the three as local Sky News reporter Mohammad al-Mashharawi, BBC reporter Adnan al-Dorosh and Amer Abu Omar, a Gaza-based journalist.

Witnesses told the Bethleham-based Maan News Agency that the the three were severely beaten in a nearby playground.

The Palestine News Network said that al-Mashharawi was detained by Hamas and that his location is currently unknown.

Gaza's Ministry of Interior issued a statement shortly after the incident condemning the attack.

Officials said they would "open an investigation and punish the assailants."

Local human rights activists say Hamas has increasingly targeted journalists in Gaza for violence over the past year.

Either Hamas is in control of Gaza, or it is not. It cannot have it both ways. What other country but Israel would be expected to tolerate the intolerable: an unstable, selectively sovereign neighbor with a stated intention of destroying its neighbor, and that can hide behind plausible deniability (or not) to lob rockets over the border at will?

Palestinians from northern Gaza fired rockets at Beersheba, Ashdod and Gan Yavne early Saturday morning as the Color Red alert was sounded across Israel's southern cities.

The IDF estimates that over 90 rockets have been fired at Israel since Friday, some 65 exploded in the south.

Meanwhile, a new Israeli air strike in Gaza killed two Palestinians riding on a motorcyle, Hamas officials and medics said on Saturday.

The attack followed the firing of rockets at Israel at the weekend, raises the death toll in escalating violence since Friday to 14.

Prime Minister Benjamin Netanyahu spoke over the phone with Ashkelon Mayor Benny Vaknin following the escalation in the south. Netanyahu expressed support and interest in the well-being of Ashkelon residents suffering from the ongoing rocket attacks on the city.

IDF Chief of Staff Benny Gantz held a special situation assessment on Saturday given the recent rocket attacks in the south. Officials decided that the IDF will respond with determination to any attack on Israel. The officials also praised the Iron Dome system which successfully managed to intercept rockets fired at southern communities.

Deputy IDF chief, Southern Command head, an Air Force official, Home Front Command head, Operational Branch head, IDF spokesman all took part in the meeting.

The Iron Dome has successfully intercepted 25 out of 27 rockets fired at Beersheba, Ashdod and Ashkelon. The other two rockets exploded in open fields.

These are the highest success rates for the defense system to date. Gantz praised the IDF officials in charge of operating the system during the situation assessment. [...]

Earlier Saturday, Gaza sources claimed 12 Palestinians have been killed in IDF attacks overnight, including a commander of the militant group behind the abduction of Gilad Shalit, an Israeli soldier who was held captive for more than five years and freed in a prisoner swap for more than 1,000 Palestinians.

The Israeli military said it initially targeted Zuhair al-Qaissi, the commander of the armed wing of the Popular Resistance Committee, a large militant group closely aligned with Gaza's Hamas rulers. The explosion tore apart al-Qaissi's blue sedan and killed his son-in-law, Mahmoud Hanini - himself a top PRC field commander.....

Since then, the Libyans have been training the Palestinian teams in the use of the multiple rocket systems - undisturbed by any Israeli military interference.

[New York Post, March 10, 2012]A Judean Shekel coin from the year 66 CE, the first year of the Jewish rebellion against Rome, was sold for $1.1 million this past week at an auction in New York. The words in Hebrew "Shekel of Israel [Year] 1" are printed on the front of the coin, and "Jerusalem the holy" appears on the back. [New York Post, March 10, 2012]

The official Palestinian Authority daily in writing about the auction described the Hebrew coin from the Second Temple period as an "ancient Palestinian coin" and as being part of the "Palestinian cultural tradition." The coin, with the ancient Hebrew lettering, can be seen to the right.

Palestinian Media Watch has documented that the Palestinian Authority regularly publishes denials of Jewish history in the land of Israel. However, this article is different. While claiming that Hebrew coins found in the land of Israel are part of the "Palestinian cultural tradition," at the same time it implicitly acknowledges the Jewish nation's history in the land by mentioning the Jewish revolt against the Romans.

The article adds that the Jews' "political agenda" takes advantage of the sale of ancient Hebrew coins. The PA, which does not recognize Israel's right to exist, and only at times acknowledges that the state does exist, categorizes any archeological evidence of Israel's ancient past in the land as a "political agenda":

"It [the sale] is an opportunity for Jewish and Western scholars to use the Jewish revolt against the Romans in Palestine for a political agenda, and to connect this local revolt with the establishment of the Israeli occupation state."

Biblical Archaeology Review, Jan/Feb 2010, 51-53In addition, the PA daily's claim that the Jewish revolt against the Romans in the years 66 - 70 CE happened in "Palestine" is yet another historical revision. The Jewish revolt happened in the land of "Judea." The Roman coin minted after the Romans destroyed the Temple in the year 70 CE, in honor of Roman victory was inscribed with the words "Judea Capta," meaning "[the land of] Judea is defeated." See the coin to the right.

The Romans changed the name of Judea to "Palestine" 65 years later in the year 135 CE, after the Bar Kochba Rebellion, not because of the existence of a local population that called themselves "Palestinians," but in an attempt to distance Jews from their own land, as punishment for the Jewish rebellion.

The following is the article in the official PA daily about the auction of ancient Hebrew coins said to be part of the "Palestinian cultural tradition":

"On March 8 this year [2012], an ancient Palestinian coin will be up for auction in New York for about $1 million. It is a silver Shekel coin, minted in the first century CE, during the Jewish revolt that took place in Palestine during the period of Roman rule.

Despite the fact that the coin in what is called the "Shoshana" collection is Palestinian, interest in it comes mainly from Jewish groups, or groups supporting Israel, which view the Palestinian heritage from an ideological-political perspective... According to auctioneer estimates... $950,000 is... [the estimated price] attached to the silver Shekel, which was minted a short time after the Jewish revolt against the Romans, which began in May of the year 66 CE. It was the prototype for all the various Shekels minted afterwards. Of this first prototype only two coins have been salvaged; one is perforated, the other, unblemished, is the one up for auction. The management of the Israel Museum has expressed interest in obtaining the coins from the Shoshana collection, and has called upon investors and businessmen to purchase as many of the coins as they are able to, and then to donate them to the museum, or to give them to the museum on long-term loan...

The announcement that the Shoshana collection - including Palestinian coins which were almost certainly stolen and smuggled overseas from Palestine - is up for auction, is an opportunity for Jewish and Western scholars to use the Jewish revolt against the Romans in Palestine for a political agenda, and to connect this local revolt with the establishment of the Israeli occupation state in the 20th century. Usually, Palestinians and Arabs show no interest in antiquities from this period, for reasons which are unintelligible and not convincing; they are influenced by the Israeli and Zionist propaganda, despite the fact that [the Shekel coins] are part of the Palestinian cultural heritage."

Gaza-based terrorists continued to fire rockets at southern Israel’s communities on Monday. The IDF said that more than 200 rockets have been fired at Israel since the current escalation began on Friday, adding that the escalation marks a “dramatic development” in terms of the quantity and rate of the fire.

Continued rocket fire on Israel's south will keep many schools in the area closed on Tuesday, for the third day in a row.

[PA TV (Fatah), March 2, 2012]Official Palestinian Authority TV recently broadcast a video that symbolically presents Jews as foreigners with no historical connection to the land of Israel. Israel is portrayed as a foreign colonial state, with no right to exist, similar to the Romans, the Crusaders and the British rulers of the past. In this PA TV video depiction which corresponds to the political ideology of the PA, Jewish history is erased and the place of Jews in the history of the land is filled by a fabricated ancient "Palestinian people," here symbolized by a woman in white, who have withstood three foreign rulers and will overcome and defeat Israel as well.

Detailed description of video


The PA TV video shows a woman who apparently represents "ancient Palestinians" (or possibly Muslims) going through the history of the land - replacing the Jewish people's actual history. The woman is introduced in a peaceful scene feeding birds in a period predating the Roman conquest of Judea and destruction of the Temple in 70 CE. Suddenly the scene is disturbed, the birds scatter and the woman runs away from various foreign invaders: first an ancient Roman soldier, then a Crusader, then a British soldier, and finally a Jew (wearing a skullcap), who throws a lit cigarette at her.

In the final scene, the woman stops fleeing when a man on a horse - the "new" Muslim conqueror Saladin who defeated the Crusaders - extends his hand and helps her up the mountain. He represents the coming savior who will "liberate Palestine" from Jewish-Israeli rule. In the end, the woman stands on the top of the mountain, fleeing no one anymore, symbolizing that Israel is gone like the other foreign rulers.

As mentioned, the woman seems to represent a fictitious ancient Palestinian people and the other figures symbolize different foreign rulers in the land of Israel. Jews/Israelis are portrayed as the current foreigners, who will be defeated like the Romans, the Crusaders and the British.

Background and analysis
The video expresses in symbols the most fundamental part of Palestinian Authority political ideology. The Palestinians claim to be an ancient nation who lived in the land and assert that Jews are a foreign colonial implant, with no historical connection to the land. Accordingly, Israel is said to have no right to exist as a state.

Gaza terrorists attacked the western Negev with five mortar shells and two Kassam rockets around noon Tuesday, lowering the intensity of attacks but breaking the ceasefire.

The attacks are seen as an attempt to maintain “calm,” which previously has been defined as a situation in which missiles are not fired on urban areas while primitive Kassam rockets and mortar shells are fired at the farming area of the western Negev.

They also provide an immediate test for Israel hours after IDF Chief of Benny Gantz said that the military would maintain quiet if terrorists silence their weapons but will “fight fire with fire” if not.

Tuesday’s mortar shells exploded in open areas and caused no damage but set off an angry response by Eshkol Regional Council leader Chaim Jelin, who criticized the Israeli government for not dealing with the attacks in the same way it responds to missile strikes on cities.

Several mortar shells previously have scored direct hits on buildings and have caused injuries and deaths.

Israel's retaliation to the recent missile attacks should have been harsher, said Public Security Minister Yitzchak Aharonovitch of the Yisrael Beiteinu party. “We have to teach them a lesson,” he added.

Education Minister Gideon Saar stated that the situation of ongoing attacks is unacceptable and added that Hamas has again broken a promised ceasefire.

The western Negev has sustained thousands of mortar shell attacks for more than a decade, especially since 2005, when the IDF withdrew from Gaza under the Disengagement program that expelled all Jews from Gaza, and area residents were not surprised at the continuation of attacks near their homes.

The Popular Resistance Committees terror group adds further evidence to reports that Hamas cannot control other terrorist groups in Gaza.

A video released by the IDF shows a Hamas television interview last Saturday with "Abu Mujahed," spokesman of the Popular Resistance Committees (PRC). Abu Mujahed admits that Hamas allows his group complete freedom of action in Gaza.


Asked by the interviewer to respond to suspicions by “Arabs on the street” that Hamas restricted the PRC’s ability to stage attacks against Israel, Abu Mujahed responded, ”What I can say is that the government in Gaza didn’t prevent us from doing a thing with regard to our resistance activity. No one can prevent this activity. That’s one point. The other point is that the government in Gaza truly didn’t prevent us from responding to this aggression.”

Israel's Strategic Affairs Ministry Director Yosef Kuperwasser recently told an Israeli security conference that Hamas "is not capable of implementing this responsibility."

"It is not in control of what happens in Gaza. Islamic Jihad does what it wants, the Popular Resistance Committees do what they want, and the Fatah military wing does everything it wants," he said.

Hamas seized control of Gaza nearly five years ago in a bloody militia war that ousted the rival Fatah faction, headed by Palestinian Authority Chairman Mahmoud Abbas.

By allowing the PRC to operate as an ostensibly independent group, Hamas is able to carry out terror attacks against Israelis while maintaining an official stance of “restraint,” said a spokesmen for the IDF, which holds Hamas accountable for all terrorist attacks from Gaza.

The IDF last Friday successfully targeted two PRC terrorist leaders who were planning a major terrorist attack on southern Israel. The same terrorist group was involved in last summer’s lethal multi-pronged terrorist attack on Highway 12, northwest of Eilat, killing eight people.

PRC terrorists are funded and trained by Hamas and coordinate attacks with Iran and Hizbullah, the IDF said. The group, along with Hamas and the Army of Islam, carried out the attack on an IDF checkpoint at a crossing into Gaza in June 2006, resulting in the death of two soldiers and the kidnapping of Gilad Shalit. He was held in captivity for more than five years until being released late last year in return for more than 1,000 Hamas terrorists and other security prisoners.

Six mortar rounds exploded on empty ground in the Eshkol farm district abutting on the Gaza Strip shortly before Tuesday March 13 noon, less than 12 hours after Cairo announced a ceasefire. debkafile’s military sources report that while gaining a respite from the halt in Israeli operations, the Palestinian organizations, including Hamas, are resolved to keep up a low level of fire on Israeli civilian locations so as to establish their prerogative to shoot at will regardless of any ceasefire deals.

Israel’s leaders are apt to accept this fragile arrangement to avoid opening an all-out military front on their southwestern border. Moreover, fire on the small towns and villages close to the Gaza border is much less troublesome than the heavy Grad assaults on major towns conducted by Jihad Islami until Monday night, At most, Israel’s air force will try and knock out the missile and mortar teams.

The Chief of Staff, Lt. Gen. Benny Gantz admitted Tuesday Israel’s military response to terrorist attacks would be compatible with the level of aggression against Israel. “Peace for peace, and fire for fire,” he declared.

Beersheba mayor Ruby Danilovitch’s voice went unheeded therefore when he assured President Shimon Peres Tuesday that the people of the south would back to the hilt a government decision to finish the job, because an indecisive end to the current round of violence would bring the aggressors back for another round within months.

high-ranking Egyptian official reported before dawn Tuesday, March 13, that Israel and the Palestinian organizations in Gaza, including Jihad Islami and the Popular Resistance Committees, had agreed to a ceasefire which went into effect at one o’clock a.m. Neither Israel nor Jihad Islami released statements of a truce. And shortly after 0400 missile warnings sounded in Ashkelon.

The initial Egyptian statement remains to be clarified. It interprets the Israeli position as having accepted Jihad’s condition for halting its missile barrage and agreed to halt targeted killings of high-profile terrorists.

All Israeli defense officials affirmed in backdoor negotiations with Egyptian intelligence officials, debkafile’s sources report, was its standard position: If the Palestinians halt cross-border attacks from the Gaza Strip and Egyptian Sinai, there will be no need for targeted killings. And if the Palestinians stop shooting missiles from the Gaza Strip, the Israeli Air Force will have no reason to strike terrorist targets.

An Egyptian delegation has reportedly arrived in Gaza to discuss with the strip’s Hamas rulers terms for restoring fuel supplies, shortages of which have forced them to severely ration power to the population. Cairo has kept Gaza short in order to squeeze Hamas into pulling the military facilities and units it deployed in northern Sinai back into the Gaza Strip.

Egyptian officials deny their delegates offered to resupply Gaza as part of the still-shadowy ceasefire deal. It is possible, say our sources, that Cairo used it as leverage to make Hamas to force the pro-Iranian Jihad Islami to stop firing missiles and slow – if not abandon - its four-day offensive on Israel’s towns and villages.

debkafile: For the Cairo-Hamas truce maneuver to work, all the parties involved must give ground: Israel must tacitly leave Jihad with the unspoken prerogative for deciding when Israel has violated the “deal” and responding with a fresh missile offensive; Jihad undertake to halt its terrorist operations against Israel from Sinai – albeit shrugging off responsibility if its networks go into action to duplicate former attacks on Israel. Because Egypt must give up for now its most pressing demand to recover control of northern and central Sinai from the Hamas and Jihad Islami forces which have overrun parts of the peninsula.

It is therefore hard to see how this loose patchwork of deals – if they are indeed finalized – can hold up for long.

The combined Egyptian-Israeli-Hamas effort to negotiate an early ceasefire in the current round of Palestinian-Israeli violence struck several major obstacles Monday, March 12: debkafile’s intelligence sources report a Cairo demand for any truce deal to embody a Palestinian Hamas and Jihad Islami commitment to withdraw their forces from Sinai and stop using the peninsula for terrorist operations against Israel. Egypt’s military rulers are resolved to use this opportunity to chase the terrorists out and restore their control over Sinai.

However, Palestinian leaders, including Hamas, are playing innocent, claiming to the Egyptian mediator Intelligence chief Gen. Murad Muwafi that they have no armed presence in Sinai and would never impair Egyptian sovereignty.

Four days into the Gaza violence, this impasse has brought the mediation effort to a close.

debkafile’s military sources report that acceding to Cairo’s demand would oblige the Palestinian terrorist organizations to dismantle the logistic, operational and military infrastructure they have built in Sinai. Hamas has even transferred all its weapons manufacturing, including missiles, from the Gaza Strip where it was vulnerable to Israeli attack to safe locations in northern Sinai, along with its training facilities.

This tactic has worked: Most of Hamas’ military facilities were out of reach of Israeli Air Force bombings in the current round of violence because none remained in the Gaza Strip, except for a forward position.

The Egyptian ultimatum would require Hamas to pull its military machine and weapons production back into the Gaza Strip and Jihad Islami to evacuate its terrorist networks which carried out a cross-border attack last August killing 8 Israelis and were preparing a follow-up.

Another obstacle on the road to a ceasefire is Egypt’s refusal to hold direct, or even indirect, talks with Jihad Islami, Tehran’s Palestinian surrogate. Gen. Muwafi addressed his mediation effort to Hamas, a fairly useless exercise since it is the Jihad Islami which has been shooting the missiles.

The breakdown of negotiations, such as they were, has led Israel to escalate its military pressure on Gaza and intensify its air strikes, in the hope of forcing Jihad Islami to stop the missile assaults on its cities.

But for now, its leaders show no sign of being beaten into accepting a truce and are unlikely to do so, so long as Tehran wants the violence to go on.

The Gaza confrontation is therefore evolving into a military clash between Israel and Iran.

Hamas, finding it increasingly difficult to stay on the sidelines, called on all Palestinian organizations Monday to unite and close ranks against “Zionist aggression.” Hamas lined up with the Jihad sine qua non that a truce be conditional on an Israeli guarantee to discontinue targeted killings of wanted terror chiefs.

For now, the Hamas is still trying to pressure Egypt and Israel into coming to terms on a ceasefire. Failure would inevitably bring Gaza’s ruling faction into the battle against Israel.

Unless these circumstances undergo a radical shift, the million Israelis confined to shelters have no reason to look forward to relief from the missile attacks on their homes and schools – quite the opposite: The conflict looks like escalating.
